Temporary Skills Shortage (TSS) Skills Assessment Program 

The TSS Skills Assessment Program is for applicants who need a skills assessment as part of a Temporary Skills Shortage (subclass 482) visa application to the Department of Home Affairs.

 

Who is the TSS program for? 

  • Applicants applying for a Temporary Skills Shortage (subclass 482) visa.
  • Applicants who work as a chef or as a cook.
  • Applicants who hold a passport from a nominated country. We currently assess citizens of these countries: Bangladesh, Brazil, China, Fiji, Hong Kong SAR, India, Iran, Ireland, Macau SAR, Nepal, Pakistan, Papua New Guinea, Philippines, Republic of Korea, South Africa, Sri Lanka, Thailand, United Arab Emirates, United Kingdom, Vietnam, and Zimbabwe.

Offshore Skills Assessment Program (OSAP) 

The Offshore Skills Assessment Program (OSAP) is for applicants who need a skills assessment as part of a skilled migration visa application to the Department of Home Affairs (excluding subclass 485 and TSS 482 visas). This program is used for applications for points-tested permanent skilled migration visas, including subclass 189, 190, and 491. 


Who is the OSAP program for?
  • Applicants applying for a skilled migration visa (excluding subclass 485 and TSS 482)
  • Applicants who work as a chef or as a cook.
  • Applicants who hold a passport from a nominated country. We currently assess citizens of these countries: Bangladesh, Brazil, China, Fiji, Hong Kong SAR, India, Iran, Ireland, Macau SAR, Nepal, Pakistan, Papua New Guinea, Philippines, Republic of Korea, South Africa, Sri Lanka, Thailand, United Arab Emirates, United Kingdom, Vietnam, and Zimbabwe.

Pathway 1

This pathway is for TSS and OSAP applicants who do not have a relevant Australian qualification. 

  • You are wanting to apply for a nominated occupation for your program
  • You hold a passport from a nominated country or Special Administrative Region (SAR) for your program. We are can assess applicants from the below countries:

  • You have the required amount of verifiable employment experience as detailed below 

The documentary evidence assessment is the first step in your Skills Assessment if you are eligible for your chosen program. 
 
You must be able to demonstrate that you have completed verifiable full-time paid employment in your nominated occupation based on the following standards: 

  • 5 years’ work experience if you don’t also have a formal qualification 
  • 3 years' work experience if you have a formal qualification 

Employment history must include 12 months full time paid employment in the nominated occupation in the three years prior to lodging this application.  

Formal qualification for pathway 1 is defined as an international qualification that was obtained as a result of study outside of Australian and accepted as comparable to as least an AQF Certificate III level or higher.  


If the documentary evidence provides indicates you have the necessary skills and experience for your nominated occupation, you will be invited to participate in the technical assessment.  

The technical assessment is conducted by a qualified assessor who is a qualified tradesperson for your nominated occupation. The assessor will focus on collecting evidence to determine if you meet the requirements of the relevant VET qualification in the Australian Training Package for your nominated occupation. Technical assessment can also include a practical demonstration of skills and the gathering of evidence from any nominated employers or referees.  


Your chosen RTO chooses the venue/location for your technical assessment. If being done online, the following conditions must be met: 

  • All interviews are conducted on a desktop, laptop or notebook. Phone and tablets will not be accepted.  
  • A fast and secure internet connection that delivers a minimum of 10 Mbps download a 5 Mbps upload speed.  
  • All technical assessment will be conducted in English without assistance. Interpreters are not permitted.  
If an online technical interview fails (e.g., due to an unstable internet connection), then the applicant must attend an approved assessment venue in person to continue their technical interview and any other remaining components of the technical skills assessment, noting this may not be in the same country where the applicant lives. If the applicant refuses to comply with the request to attend an approved assessment venue, their application will be withdrawn by TRA and the technical interview payment will be forfeited.  

Before you can start your technical skills assessment, you must make a payment for the technical interview through the TRA Online Portal. Your RTO will issue you with a payment identification code that you can use to make the payment. You will be able to log into the TRA Online Portal using the username and password you created when making the documentary evidence assessment. 


Upon successful completion of the technical assessment, the applicant will be awarded the relevant Australian VET qualification. Additionally, applicants will receive an outcome letter which can be presented to Home Affairs with your visa application.  

In unsuccessful, the RTO will provide with an outcome letter and detail any skill gaps identified.  

If you disagree with the assessment outcome, you can apply for an assessment review with the RTO that conducted your skills assessment within 28 calendar days of receiving the outcome letter. Additional review fees apply for a review of an unsuccessful outcome.  

If you undertake training to cover any skill gaps identified in your technical assessment, you can lodge an application for reassessment within 12 months of receiving the initial assessment outcome. Additional reassessment fees apply.  

 

Assessments are usually completed within 9 weeks for TSS or 15 weeks for OSAP from date of submitting the required ‘decision-ready’ documentary evidence.  

If an assessment is delayed because you have not provided the necessary documentation and subsequently do not provide it within five business days of being asked, the application shall be assessed without the documentation or withdrawn. 

Your application should not be submitted unless you are ready to complete the entire process. Assessments are unable to be paused once they commence, without an exceptional reason. 

 

Pathway 2

This pathway is for TSS and OSAP applicants who have a relevant Australian qualification. 

  • You are wanting to apply for a nominated occupation for your program
  • You hold a passport from a nominated country or Special Administrative Region (SAR) for your program. We are can assess applicants from the below countries:

FAQs

CTA offers two pathways for a skills assessment.

PAthway 1 is for applicants who do not have a relevant Australian qualification and pathway 2 is for applicants who have a relevant Australian qualification.

CTA offers skills assessments for the nominated occupations of cooks and chefs.

The difference between the two pathways is whether you hold a relevant Australian qualification or not. If you do not have a relevant Australian qualification, then you want to apply for pathway 1. If you do hold a relevant Australian qualification, then apply for pathway 2.

There are a variety of costs for a skills assessment and they will change depending on the pathway you are applying under. Please check our fees section.

If you do not meet the requirements, we will issue you a letter that states that you have not met the pre-migration skills assessment requirements. The letter will indicate the assessment components where your application did not meet the requirements.  

If you disagree with the outcome, you should contact us to discuss your case with the assessor, who will advise you on the options available for a reassessment where applicable.
