This RSA Online training course is the required course for Victoria (VIC) hospitality workers serving alcohol in a hospitality venue. This course provides a nationally recognised SITHFAB021 Provide Responsible Service of Alcohol Statement of Attainment and allows you to work in licensed venues. CTA Training Specialists is approved to deliver Victoria’s RSA training online.
This course supercedes and is equivalent to SITHFAB002 Provide responsible service of alcohol course.
- This course is also suitable for international students and other VISA holders. International/Overseas Students on a subclass 500 study visa are now able to undertake a number of Vocational Education and Training (VET) courses with us. This includes the Nationally Accredited units such as SITHFAB021 Provide responsible service of alcohol, SITHGAM022 Provide responsible gambling services, SITXFSA005 Use hygienic practices for food safety, SITXFSA006 Participate in safe food handling practices and our First Aid units of competency. Your USI Number
All students undertaking accredited training in Australia require a USI number. Your personal information entered for your USI must exactly match the details in your training account with us. Click here to create your USI.

Can I get my RSA VIC online?
The RSA VIC Online is available in most states. This is the course for Victorian residents. There is a separate online RSA for NSW residents and another RSA for ACT residents. The RSA course can now be completed in the comfort of your own home. It is a fully accredited online course, fast, self-paced, and available 24/7 for your convenience online.
How long does it take to complete?
For most Australian States and Territories students take approx. 4 – 6 hours to complete their RSA VIC online training. Once completed, you will usually receive your statement of attainment via email on the same business day. You must have uploaded your assessment/s by 4pm Queensland time on a business day (Monday – Friday), as they need to be marked as competent by one of our trainers and assessors.
When will I receive my RSA VIC?
When your assessment has been marked as competent by one of our assessors, and you have successfully completed your RSA online training, you will be issued with your nationally recognised Statement of Attainment via email.
How long is my RSA VIC valid for?
RSA certificates are valid for three (3) years in Victoria. You will need to complete an RSA refresher course every three (3) years to maintain your training requirements.
**If you have completed the RSA – SITHFAB021 Provide responsible service of alcohol via face to face or online training from an RTO recognised in another state or territory, you will be able to complete the Liquor Control Victoria’s (LCV’s) free online RSA bridging course to have your qualification recognised in Victoria. Who needs an RSA in VIC?
If you want to work and serve alcohol in a licensed venue, you MUST have a valid RSA VIC certificate. Any individual who is involved with the sale, supply or service of alcohol in licensed premises is required, by law in Australia, to hold a valid RSA certificate. By completing the Liquor Control Victoria (LCV) approved RSA online course with CTA Training means you receive both the:
- National Statement of Attainment – SITHFAB021 Provide Responsible Service of Alcohol (valid in most states and territories); and
- The Liquor Control Victoria (LCV) Approved RSA Certificate of Completion – valid for 3 years.
If you enrol and complete the RSA unit for another state or territory, you will be required to complete the course above plus the RSA Liquor Control Victoria (LCV) online refresher unit.

How long do I have to finish my online course?
- From the time of enrolment, you have three (3) months to complete your online training course.
- There are no refunds if you do not complete the course within the time frame given.
- Please allow approximately four (4) to six (6) hours to complete your online training course.
- You can login as many times as required to complete the course, your progress will be saved each time.

The Responsible Service of Alcohol (RSA) course covers the following elements as essential outcomes of this unit of competency. Performance criteria describe the performance needed to demonstrate achievement of the element.
Elements and Performance Criteria
Element 1
Follow the principles of responsible service of alcohol
- Identify the provisions of relevant state or territory legislation, licensing requirements, house policy and responsible service of alcohol principles.
- Where appropriate, request and obtain acceptable proof of age prior to sale or service.
- Provide accurate information to customers on alcoholic beverages according to organisation or house policy and government legislation.
- Assist customers with information on a range of non-alcoholic beverages available for purchase.
- Identify issues related to the sale or service of alcohol to different types of customers, especially those at risk.
Element 2
Assist customers to drink within appropriate limits.
- Use knowledge of industry requirements and professional standards to determine the volume for standard drinks or samples.
- Use a professional manner to encourage customers to drink within appropriate limits.
- Identify erratic drinking patterns as an early sign of possible intoxication and take appropriate action.
- Monitor emotional and physical state of customers for signs of intoxication and signs of illicit or other drug use.
- Where appropriate, offer food and non-alcoholic beverages in accordance with house policy.
- Decline requests for alcohol to be dispensed in a manner that is irresponsible and advise customers of the reasons for the refusal
Element 3
Assess alcohol affected customers and identify those to whom sale or service must be refused
- Assess intoxication levels of customers using appropriate methods.
- Identify factors that may affect individual responses to alcohol.
- Identify customers to whom sale or service must be refused according to state and territory legislation.
Element 4
Refuse to provide alcohol.
- Refuse sale or service in a professional manner, state reasons for the refusal, and where appropriate point out signage.
- Provide appropriate assistance to customers when refusing service.
- Where appropriate, give customers a verbal warning and ask them to leave the premises according to organisational or house requirements, the specific situation, and provisions of state or territory legislation and regulations.
- Use appropriate communication and conflict resolution skills to handle difficult situations.
- Refer difficult situations beyond the scope of own responsibility to the appropriate person.
- Promptly identify situations that pose a threat to the safety or security of colleagues, customers or property, and seek assistance from appropriate colleagues according to organisational or house policy.
Each State in Australia has its own legislation governing liquor licensing and responsible service of alcohol. This RSA course meets the requirements of the Australian Qualifications Framework (AQF) and is recognised by the following State Government Liquor Licensing Authorities:
- Liquor Control Victoria (LCV)
- Queensland (QLD): Office of Liquor and Gaming Regulation (OLGR)
- New South Wales (NSW)
- Australian Capital Territory (ACT)
- Western Australia (WA)
- Northern Territory (NT)
- South Australia (SA)
You will receive a nationally accredited RSA that’s valid in the above States ONLY. Your SITHFAB021 Statement of Attainment will not expire, however you may wish to complete refresher training to ensure you maintain your knowledge.
After successful completion of this course we provide you with a nationally recognised SITHFAB021 Provide Responsible Service of Alcohol. The Australian Quality Framework (AQF) is the national set of standards which assures nationally consistent, high-quality training and assessment services for the clients of Australia’s vocational education and training system.

We use the following assessment tools to determine a student’s competence.
- Knowledge checks that require the student to select the correct answer/s from multiple choice questions
- Knowledge checks that require the student to respond by selecting True or False
- Knowledge checks that require the student to select all correct answers (multiple choice)
- Online Assessment in which you are required to answer ALL questions correctly.
- Video assessment, where the student must demonstrate their competency in response to video scenarios, providing the correct responses when refusing service of alcohol
- To complete the video assessment we recommend the use of a smartphone with video capabilities or webcam.
- Please ensure you record in the lowest resolution possible to maintain a small file size
To complete this online course you will require:
