In New South Wales, anyone working with the sale, service, or supply of alcohol in licensed premises must have completed this competency unit and hold a valid RSA Interim Certificate or Photo Competency Card. You will receive a Statement of attainment and an interim certificate upon completing this online course. The interim certificate is valid for 90 days, during which time you are required to visit your local NSW Services centre and apply for a competency card.

Same Day RSA Certificates

CTA will issue your Statement of Attainment on the same day as when you submit your assessments if the following conditions are met:

  • All assessments submitted before 4 pm AEST
  • You pass your assessments
  • Your USI number has been verified.

RSA Requirements in New South Wales

In New South Wales, everyone working in the sale, supply, and service of alcohol must complete their RSA course and have either a valid Interim RSA Certificate or RSA competency card.

The NSW RSA course covers the learning outcomes from the unit of competency SITHFAB021 Provide Responsible Service of Alcohol, NSW-specific elements and a range of supporting topics, including:

  • Overview of NSW liquor laws
  • Intoxication – prevention, management and refusal of service
  • Minors – ID checks and rules around secondary sale/supply
  • Harm mitigation
  • Compliance and enforcement

You will receive a Statement of Attainment and Interim Certificate upon completing your RSA course.

The interim certificate is valid for 90 days, during which you can use it to get your NSW competency card from our local NSW Services Centre.

Your RSA competency card is valid for five years. The expiry date is displayed on both the physical and digital cards.

Completing the RSA NSW course via an RTO will not extend your card.

If you do not permanently live in NSW and would like to work in the service, supply or sale of alcohol, you can do so with an approved RSA Certificate from another state.
A non-mandatory bridging course is available to those who would like to learn about any NSW-specific liquor laws that apply to them while they work in NSW. You can access the bridging course here.

If you have moved to NSW permanently and hold a valid interstate RSA certificate, you must complete the bridging course and get a competency card.
A valid RSA certificate refers to:

  • A QLD, WA, SA or TAS RSA Statement of Attainment issues in the last five years.
  • A VIC, ACT or NT RSA Statement of Attainment issues in the last three years.

The bridging course must be completed via the L&GNSW website, not through an RTO.

You must only undertake your course through a training organisation registered with Liquor & Gaming NSW (L&GNSW).

The key learning outcomes for the RSA Online course include:

Follow the principles of responsible service of alcohol

  • Identify the provisions of relevant state or territory legislation, licensing requirements, house policy and responsible service of alcohol principles.
  • Where appropriate, request and obtain acceptable proof of age prior to sale or service.
  • Provide accurate information to customers on alcoholic beverages according to organisation or house policy and government legislation.
  • Assist customers with information on a range of non-alcoholic beverages available for purchase.
  • Identify issues related to the sale or service of alcohol to different types of customers, especially those at risk.

Assist customers to drink within appropriate limits

  • Use knowledge of industry requirements and professional standards to determine the volume for standard drinks or samples.
  • Use a professional manner to encourage customers to drink within appropriate limits.
  • Identify erratic drinking patterns as an early sign of possible intoxication and take appropriate action.
  • Monitor emotional and physical state of customers for signs of intoxication and signs of illicit or other drug use.
  • Where appropriate, offer food and non-alcoholic beverages in accordance with house policy.
  • Decline requests for alcohol to be dispensed in a manner that is irresponsible and advise customers of the reasons for the refusal.

Assess alcohol affected customers and identify those to whom sale or service must be refused

  • Assess the intoxication levels of customers using appropriate methods.
  • Identify factors that may affect individual responses to alcohol.
  • Identify customers to whom sale or service must be refused according to state and territory legislation.

Refuse to provide alcohol

  • Refuse sale or service in a professional manner, state reasons for the refusal, and where appropriate point out signage.
  • Provide appropriate assistance to customers when refusing service.
  • Where appropriate, give customers a verbal warning and ask them to leave the premises according to organisational or house requirements, the specific situation, and provisions of state or territory legislation and regulations.
  • Use appropriate communication and conflict resolution skills to handle difficult situations.Refer difficult situations beyond the scope of your own responsibility to the appropriate person.
  • Promptly identify situations that pose a threat to the safety or security of colleagues, customers or property, and seek assistance from appropriate colleagues according to organisational or house policy.

FAQs

Yes, the NSW RSA course can be done online. It is delivered 100% online. The assessment is part online and part practical. In the practical section, you will be required to record a video and submit it via the online learning portal.

The NSW RSA course is expensive due to the cost of the competency card. The competency card is $101, and the RTO pays Liquor & Gaming NSW on your behalf when we issue the interim certificate. However, you can get your Competency card at no additional charge.

There is no difference between the online and in-person RSA courses. It is a personal choice. The online version can be completed at your own pace and in the comfort of your own home. We find that most students prefer this method of completing the course.

The NSW RSA course takes approximately 6 hours to complete. Depending on your abilities and pre-existing knowledge, you can complete it faster or slower. As with any CTA online course, once enrolled, you will have 3 months to complete the course. There is no requirement to complete it in one setting.

Liquor & Gaming NSW requires all RSA competency card holders to renew their competency cards every five years. The refresher course is standardised and has to be completed through Liquor and Gaming NSW.
