What to expect at your RMLV Course
RMLV training with CTA Training Specialists is a 10-hour one-day course delivered by one of our approved trainers either face-to-face or via video conference.
The trainer will deliver the course material via a PowerPoint presentation, imagery, and video clips. During the course, they will also give you access to the RMLV course manual.
You are expected to learn the following through our RMLV course:
- Learn your responsibilities under the Liquor Act 1992.
- Learn a range of management strategies to assist in the responsible operation of a licensed venue.
- Learn how to use risk management and self-audit processes for your business’s continued accountable and safe operation.
The course has three breaks – morning tea, lunch and afternoon tea.
On the day of the training, you will need to bring your booking confirmation along with a current, valid form of identification (e.g., a current driver’s licence).
Once you have successfully completed the course and the associated assessment, CTA Training Specialists will process your information and email you your RMLV certificate. A hard copy of your certificate will also be posted to you.

Renewing your RMLV Certification
RMLV Certificate holders are required to renew their certification every three years. OLGR does not recognise any refresher courses and involves everyone in undertaking the entire course to refresh their skills.

Risk of not having an RMLV-certified manager
A critical reason for mandating RMLV as a requirement for licensed venue managers is risk management, specifically, the management of risks associated with alcohol and alcohol-related activities. The RMLV course training aims to encourage approved managers, licensees, and managers to conduct their businesses responsibly by sticking to the guidelines set out by the legislation governing alcohol availability and consumption.
By not complying with the Liquor Act 1992 and its mandate of venue managers being RMLV certified, a venue is left vulnerable to:
- Complaints: Businesses that don’t adhere to the Liquor Act guidelines are prone to receiving complaints due to their non-compliance. Without compliance, these businesses are exposed to liability, meaning they will have no defence against complaints, whether or not these complaints are warranted. When a liquor-licensed business does not have an RMLV-certified manager on duty, the business is also at risk of being legally exploited through complaints.
- Adverse Patron Behaviour: Adverse patron behaviour occurs when patrons act in disruptive or harmful ways to the community. These behaviours may include aggressiveness, lewd gestures, and rowdiness. Businesses operated by managers who aren’t RMLV-certified are at risk of handling these disruptions poorly, as they will lack the knowledge necessary for mitigating or avoiding these scenarios.
- Escalating Levels of Violence: One risk that comes with drinking alcohol is the possibility of violence occurring within the venue or premises. Alcohol lowers inhibitions in most people, which can affect their behaviour negatively. In these instances, the lack of RMLV training can lead to a poor de-escalation of a possible violent situation. The manager must have trained or imparted knowledge to the staff on how to appropriately act if violence cannot be avoided despite the staff’s best efforts.
Frequently Asked Questions about RMLV Training
RMLV training is a one-day course that takes approximately 10 hours to complete.
Only Office of Liquor and Gaming Regulation (OLGR) approved training organisations can deliver the RMLV course. CTA Training Specialists is one of the approved providers.
There are two popular modes of course delivery for RMLV: face-to-face classes and via teleconference (Zoom).

You do not need a valid RSA certificate to do your RMLV training. RSA is covered within course and and your RMLC certificate also acts as a RSA certificate
The RMLV licensee’s course certificate will remain current for three years. The certificate holder must renew their training before the current certificate expires.
The Licensee (or permit holder) is not required to have completed RMLV training where the service or supply of alcohol is provided only by volunteers for the following licence types:
- Community club licence
- Community other licence
- Community liquor permit or
- Restricted liquor permit
For these licence and permit types, where the service or supply of liquor is provided only by volunteers, the licensee/permit holder must take reasonable steps to ensure there is a person with current RSA training to supervise the other volunteers.
An approved manager need not be present if the service or supply of alcohol is provided only by volunteers. However, as best practice, it is highly recommended that the licensee or permit holder conduct RMLV training and that as many volunteers as possible have an RSA certificate.
