In Queensland, everyone working with the sale, supply or service of alcohol in a licensed venue must hold a valid RSA Statement of Attainment (also known as an RSA Certificate).

CTA will issue your Statement of Attainment on the same day as when you submit your assessments if the following conditions are met:

  • All assessments submitted before 4 pm AEST
  • You pass your assessments
  • Your USI number has been verified.

RSA Requirements in Queensland

In Queensland, everyone working in a licensed venue must hold a valid RSA certificate (or Statement of Attainment).

If employed without one, you must complete the course within 30 days of starting employment.

Staff may be exempt from holding a valid RSA if they meet one of the following criteria.

  • They hold a current and valid RMLV certificate from an OLGR-authorised training provider.
  • They are a volunteer at a venue with one of the following licences and are being supervised by someone with a current RSA certificate:
    • Community club licence
    • Community other licence
    • Community liquor permit
    • Restricted liquor permit

Unlike some other Australian states, Queensland doesn’t have a competency card for RSA. The Statement of Attainment provided by your training organisation acts as your official RSA Certificate.

You only need to do your RSA course once. There is no refresher course. The only reason to have to undertake the course includes:

  • The last time you took the RSA course was before 2002
  • You have lost your statement of attainment and the organisation you completed it with is unable to re-issue it.

The Liquor Act of 1992 does not provide a minimum age to serve and supply alcohol. In Queensland, some businesses, such as hotels, restaurants, and cafes, are allowed to hire under-18s to serve and supply alcohol, provided they have a valid RSA certificate.

Businesses with an Adult Entertainment Permit cannot hire people under 18.

Interstate RSA Statement of Attainments can be used in Queensland as long as it is for the nationally recognised course (unit of competency).

You must undertake your course through a Queensland-registered training organisation (RTO). CTA Training Specialists is an RTO (licence number 31607) and is allowed to deliver the Queensland RSA course.

In Queensland, venues must hold copies of RSA certificates of all staff on premises and provide them to OLGR compliance officers or Queensland police officers if requested.

Follow the principles of responsible service of alcohol

  • Identify the provisions of relevant state or territory legislation, licensing requirements, house policy and responsible service of alcohol principles.
  • Where appropriate, request and obtain acceptable proof of age prior to sale or service.
  • Provide accurate information to customers on alcoholic beverages according to organisation or house policy and government legislation.
  • Assist customers with information on a range of non-alcoholic beverages available for purchase.
  • Identify issues related to the sale or service of alcohol to different types of customers, especially those at risk.

Assist customers to drink within appropriate limits

  • Use knowledge of industry requirements and professional standards to determine the volume for standard drinks or samples.
  • Use a professional manner to encourage customers to drink within appropriate limits.
  • Identify erratic drinking patterns as an early sign of possible intoxication and take appropriate action.
  • Monitor emotional and physical state of customers for signs of intoxication and signs of illicit or other drug use.
  • Where appropriate, offer food and non-alcoholic beverages in accordance with house policy.
  • Decline requests for alcohol to be dispensed in a manner that is irresponsible and advise customers of the reasons for the refusal.

Assess alcohol affected customers and identify those to whom sale or service must be refused

  • Assess the intoxication levels of customers using appropriate methods.
  • Identify factors that may affect individual responses to alcohol.
  • Identify customers to whom sale or service must be refused according to state and territory legislation.

Refuse to provide alcohol

  • Refuse sale or service in a professional manner, state reasons for the refusal, and where appropriate point out signage.
  • Provide appropriate assistance to customers when refusing service.
  • Where appropriate, give customers a verbal warning and ask them to leave the premises according to organisational or house requirements, the specific situation, and provisions of state or territory legislation and regulations.
  • Use appropriate communication and conflict resolution skills to handle difficult situations.
  • Refer difficult situations beyond the scope of your own responsibility to the appropriate person.
  • Promptly identify situations that pose a threat to the safety or security of colleagues, customers or property, and seek assistance from appropriate colleagues according to organisational or house policy.

Yes, in Queensland, you are allowed to do your RSA online. There is no need to do the course in person or via Zoom.

Yes, you can use your NSW RSA certificate in Queensland. As the Unit of Competency is nationally recognised, as long as you have done it via a registered RTO and your certificate hasn’t expired, it can be used as a valid RSA in QLD.
