What is RMLV?
RMLV stands for
Responsible Management of a Licensed Venue. It is mandatory training for any personnel or employee who intends to work as a manager for a licensed venue in Queensland.
RMLV training is designed with two primary objectives: to ensure the safety and well-being of patrons and to uphold the integrity and standards of the hospitality industry. It offers comprehensive knowledge on laws and regulations pertaining to the service of alcohol, and it equips individuals with the necessary skills to effectively manage and minimise potential risks associated with alcohol service.
Here are some key elements covered in RMLV training:
- Understanding Laws and Regulations: The course covers the legal aspects of serving alcohol, including licensing laws, the obligations of a server, and the penalties for non-compliance.
- Dealing with Intoxication: Trainees learn how to identify signs of intoxication and the appropriate methods to refuse service to intoxicated patrons.
- Conflict Management: The training provides strategies for managing conflicts that may arise due to refusal of service or other alcohol-related issues.
- Promoting Responsible Drinking: RMLV training emphasises the importance of promoting a culture of responsible drinking to prevent alcohol-related harm and issues.

NOT required to also train in the Responsible Service of Alcohol.
How Long is the RMLV Certificate Valid?
The RMLV licensee’s course certificate will remain current for a period of three years. The holder of the certificate must ensure they renew their training before the current certificate expires.
What are the RMLV Requirements for Community-Based Licensed Premises?
The Licensee (or permit holder) is not required to have completed RMLV training where the service or supply of alcohol is provided only by volunteers for the following licence types:
- Community club licence
- Community other licence
- Community liquor permit or
- Restricted liquor permit
For these licence and permit types, where the service or supply of liquor is provided only by volunteers, the licensee/permit holder must take reasonable steps to ensure there is a person with current RSA training to supervise the other volunteers.
An approved manager need not be present if the service or supply of alcohol is provided only by volunteers. However, as best practice, it is highly recommended that RMLV Training is conducted by the licensee or permit holder and that as many volunteers as possible have an RSA certificate.
